Chinese consumers expected to use affordable 5G phones next year

 

After 5G commercial licenses have been officially issued, how long will Chinese people have to wait before they can use 5G smartphones?

The official issuance of the licenses shows that China — the world’s largest mobile phone market — has entered the 5G era. Industry analysts predict that Chinese consumers will be able to use 5G smartphones at prices ranging from 2,000 yuan ($290) to 3,000 yuan next year.

“Some 5G smartphone products will be released this year, but will be quite expensive, over 10,000 yuan,” Xiang Ligang, director-general of the Bei-jing-based Information Consumption Alliance, told the Global Times on Thursday. Consumers can buy 5G phones at affordable prices in a year, he noted.

Major regions such as Beijing, Shanghai and South China’s Guangdong will be the first places covered by 5G networks. Based on previous in-formation unveiled by the three carriers, smartphone users will have access to 5G high-speed internet and voice services without having to change SIM cards.

China’s telecoms industry regulator officially re-leased the first four 5G business licenses to Chi-na Mobile, China Union, China Telecom and Chi-na Broadcast Network on Thursday, helping the country get into the fast lane in commercializing the next generation of wireless technologies.

China released licenses a year earlier than scheduled to boost the economy while strengthening the overall telecoms sector in light of the US-led crackdown on Chinese telecoms vendors, Xiang noted.

“It will also help boost the sluggish smartphone market,” he said.

Chinese smartphone makers such as OPPO and vivo have shown confidence by releasing the first batch of 5G phones as soon as possible, and will adjust shipments in line with demand, media re-ported on Thursday.

GEORGE TOWN: A cracked underground drain caused rainwater to flood the earth beneath a road in Tanjung Bungah, causing a retaining wall to burst open and creating a 10m-wide “cavern” beneath the road.

Residents along Lembah Permai woke up last Friday and found part of their street had caved in.

An abandoned house on lower grounds next to the street is teetering on the brink of collapse after water washed away the earth beneath the house’s foundation.

Where the opening of the 40cm-in-diameter underground drain used to be is now a maw around 10m across, with chunks of the wall lying down the slope.

The minor landslide brought back fearful memories for residents because it is less than 1km from the Tanjung Bungah landslide that happened in October 2017, which killed 11 construction workers.

“It was raining so much last week. The water from this drain comes from most of the roadside drains in hillside and it was gushing almost all day and night.

“Luckily, no one lives in that house now. It was abandoned many years ago,” said neighbour Teh Choon Pin.

When the southwest monsoon began on May 6, it was raining almost continuously for five days in Penang and this retaining wall burst open on the fifth day.

Resident Zuhaimi Che Mat, who lives just about 30m from the wall, said it was the first time this has happened in the 50 years she lived there.

R“The water from the drain flows into the stream heading out to sea. When it rains heavily, water from the hills comes gushing down the stream and out of the drain,” she said.

State Works Committee chairman Zairil Khir Johari, who is also Tanjung Bungah assemblyman, said the state approved an emergency fund of RM220,000 and a contractor has been appointed to start repair works.

“The underground drain had cracked and water was seeping into the soil and weakening the road foundation.

“We knew there were problems and the Public Works Department was in the process of calling for a tender before the wall burst open,” he said.

He said the hassle was that there were many utility cables and pipes running under the road that went down too.

“There is an 11kV electricity cable, water pipes, telephone cables and others. So many agencies will be involved in the repairs,” Zairil added.

With help from Chinese firms, Malaysia will have an AI park soon. That’s not all the good news that came from the Prime Minister’s trip to China. Businessmen are pleased that Tun Dr Mahathir Mohamad has given the thumbs up to the Belt and Road Initiative. He says countries in its route will be the beneficiaries. And that means Malaysia too. WITH all of China as his stage, Tun Dr Mahathir Mohamad gave a massive endorsement to the country’s Belt and Road Initiative (BRI), saying all will benefit from the ease of travel and communication the development strategy will bring.

The Prime Minister said that with trade driving the world, it was only natural that land and sea passages be better developed.

“The Silk Road, the land passage between East and West, has not received much attention. Yet it must be obvious that with modern technologies the passage can be improved.

“Without a doubt, the utilisation of these passages will enrich all the littoral states along the way, as much as the great nations of the East and West. I am fully in support of the Belt and Road Initiative. I am sure my country, Malaysia, will benefit from the project,” he said in his speech at the High-Level Meeting of the Second Belt and Road Forum for International Cooperation held at the China National Convention Centre here yesterday.

The forum attracted over 5,000 participants from 150 countries including leaders from around the world, such as Russian President Vladimir Putin, President Rodrigo Duterte (Philippine), President Abdel-Fattah al-Sisi (Egypt) and Prime Minister Nguyen Xuan Phuc.

The BRI, also known as the One Belt One Road (OBOR) or the Silk Road Economic Belt and the 21st-century Maritime Silk Road, is a strategy adopted by the Chinese government involving infrastructure development and investments in 152 countries and international organisations in Europe, Asia, Middle East, Latin America and Africa.

Dr Mahathir said just as massive trade by ships helped spawn the development of huge bulk carriers, the land passage should also “respond” to the increased trade between East and West. He also suggested that bigger trains be built for the purpose.

“If ships can be built bigger, why can’t trains be equally big to carry more goods and raw material and people? Have we reached the limit in terms of the size and length of trains? I think not,” he pointed out.

Dr Mahathir, who is on his second visit to China since becoming the 7th Prime Minister last May, said the world has the technology and funds to bring about such improvements.

He said freedom of passage along these routes was important and warned against bureaucratic hassles slowing down the speed of travel.

“It is essential therefore for these passages to be free and open to all,” he said, adding that the passages must be made safe as terrorism and wars would render the modern marvels and also delivering the benefits promised.

“Yes, the Belt and Road idea is a great. It can bring the landlocked countries of Central Asia closer to the sea. They can grow in wealth and their poverty reduced.

“As the sea routes and land routes improve, trade and travel will grow, and with this, the wealth of the world will increase for the betterment of everyone.

PM’s BRI backing allays fears over KL-Beijing ties

KUALA LUMPUR: Tun Dr Mahathir Mohamad’s full endorsement of China’s Belt and Road Initiative (BRI) will allay concerns over Malaysia-China relations and lead to greater cooperation between both countries, according to China watchers here.

RHB Research Institute Sdn Bhd vice-president and head of Economic Research Peck Boon Soon said Malaysia was trying to mend its relations with China.

“It is safe to conclude that relations between our two countries are back to normal,” he said, referring to the suspension and cancellation of several China-linked projects last year.

Peck said the revival of East Coast Rail Link (ECRL) and Bandar Malaysia projects and the Prime Minister’s presence at the Second Belt and Road Forum for International Cooperation in Beijing yesterday would help restore confidence among businessmen from China.

He said it made perfect sense to have warm ties with China as the country was the largest export market for Malaysia.

ACCIM SERC Sdn Bhd executive director Lee Heng Guie said Malaysia’s expressed support of the BRI opened up mutual consultation, increased cooperation and connectivity benefits between both sides.

“With this strong endorsement, we expect the relationship to further deepen bilateral ties and enhanced economic relations based on the principles of mutual benefit,” he said.

Lee said Malaysia and its private sector could gain from the enlarged trade and investment opportunities along the passage and gateway of BRI, if the countries could adopt the freedom of passage along these routes through the easing of bureaucratic hassles.

National Chamber of Commerce and Industry of Malaysia president Tan Sri Ter Leong Yap, who attended the Belt and Road CEO conference which was the first such conference at the forum, said the conference provided huge business opportunities for many companies in the region.

“This is a timely boost for the global economy,” he said, adding that there were nearly 1,000 participants from 90 of the world’s Top 500 companies, 78 of China’s Top 500 companies, more than 100 state-owned enterprises and 200 private companies at the conference.

Businessman Datuk Liu Thim Soon, who is vice-chairman to the United Nations Maritime-Continental Silk Road Cities Alliance, said the BRI was a visionary, long range direction by Chinese President Xi Jinping. “It is an enabler and platform for many developing smaller countries to be linked to investments, trade and tourism.

MALAYSIA is to develop its first artificial intelligence (AI) park.

The park will serve as a platform for the development of AI solutions such as speech recognition, robotics and smart city technology.

It is also planned to be a regional epicentre for data management, research and development and commercial ecosystem.

An agreement was signed yesterday between Malaysian company G3 Global Bhd (G3) and its Chinese partners SenseTime Group Ltd and China Harbour Engineering Co Ltd (CHEC) on the setting up of the AI park, with the total investment at US$500mil (RM2.07bil).

The location of the park has yet to be identified.

The agreement was signed between G3 executive chairman Wan Khalik Wan Muhammad, SenseTime president for Asia-Pacific Business Group Jeff Shi, and CHEC chairman Lin Yi Chong.

The ceremony was held after Tun Dr Mahathir Mohamad’s visit to SenseTime’s office here.

The Prime Minister also tried his hands on the self-driving car system at the company, which specialises in AI technology.

From jeanswear maker to one of Malaysia’s rising artificial intelligence (AI) companies. That is the interesting story ofG3 Global Bhd that is unravelling today.

While many companies can attempt to boast the AI buzzword as a business focus, it is not an easy area to venture into.

First you need super computers. Then you need the AI software or algorithms.

And then you need to use that software on vast amounts of data in order to build the AI applications for real use.

While G3 Global may have made some inroads into building its own Internet of Things (IoT) platform, it has yet to achieve anything big by itself in the AI space. That was until it signed a deal with China-based SenseTime Group Ltd, touted as the world’s most valuable AI startup.

On April 11, G3 Global told Bursa Malaysia that it will partner with SenseTime to set up Malaysia’s first AI park, in collaboration with China Harbour Engineering Company Ltd (CHEC).

The AI park is expected to see more than US$1bil (RM4.13bil) in investments over the next five years.

According to G3 Global executive chairman Wan Khalik Wan Muhammad, the AI park is vital in order to build AI research-related public service infrastructure as the base to promote AI technology in Malaysia.

“In addition, this becomes a place for talent to be trained on AI and machine learning,” he said.

On Friday, the culmination of the relationship between G3 Global and SenseTime took place, following Prime Minister Tun Dr Mahathir Mohamad’s ongoing official visit to China.

Dr Mahathir, accompanied by several Malaysian ministers, visited SenseTime’s Beijing office where they got a first-hand experience of the latest AI technologies and its application in smart city solutions, autonomous driving technology and remote sensing, among others.

During this visit, G3 Global had inked memorandums of understanding (MoU) with SenseTime and CHEC in relation to the AI park project.

G3 Global said in a statement that as the local partner, it will coordinate efforts with the Malaysian authorities and regulators, form local partnerships as well as promote and develop the AI park project.

Meanwhile, SenseTime will serve as the AI technology provider for the partnership while CHEC will provide infrastructure engineering and construction services as well as management and maintenance of the park.

Valued at over US$4.5bil (RM18.67bil), SenseTime is the fifth national AI platform in China and is also the country’s largest AI algorithm provider.

Although it is only less than five years old, the company now serves over 700 customers and partners globally, including the Massachusetts Institute of Technology, Qualcomm, NVIDIA, Honda, Alibaba, vivo and Xiaomi, among others.

Based on SenseTime’s website, the startup leads the AI market in “almost all vertical industries” such as smart city, smartphone, mobile Internet, online entertainment, automobile, finance and retail.

“SenseTime has independently developed a deep learning platform, supercomputing centers, and a range of AI technologies such as face recognition, image recognition, object recognition, text recognition, medical image analysis, video analysis, autonomous driving and remote sensing,” it says.

According to a recent Bloomberg report, SenseTime has been profitable for two years and the company has recorded triple digit revenue growth for the past four years.

The collaboration between G3 Global and SenseTime aptly serves what both companies need. By setting up an AI park in Malaysia, SenseTime will be able to expand its global presence further while G3 Global gets to go big into the booming AI scene.

Overall, the AI hub in Malaysia is a nice sounding plan. But how real will it be and how extensive will it be?

Speaking with StarBizWeek over the telephone, Wan Khalik says that the move into AI has been a natural progression of the company.

“With IoT as our core business, the only logical next move was to get into the field of AI. We had been in search for a good partner to fast-track out entry into AI, which has a high entry barrier.

“That’s how we got to do a deal with Sensetime, which took much effort on our part, considering how successful Sensetime already is,” he says.

Wan Khalik adds that SenseTime is the perfect partner, considering that they are one of the biggest AI companies in the world and have their own AI algorithm as well as products and services.

“Their products are already deployed in the commercial world,” he points out.

While acknowledging that AI is still nascent in its growth in Malaysia and still suffers from a lack of understanding and appreciation, Wan Khalik points out two important aspects that the deal with Sensetime will bring about.

“First is that the lab will become an education tool to showcase what AI is all about and the benefits it brings. Second is the fact that we intend to address the issue of developing talent in Malaysia in the AI space.”

In the press release announcing the strategic partnership between G3 and SenseTime, it was revealed that SenseTime will be assisting in the development and deployment of training syllabus for universities in Malaysia.

Wan Khalik says that SenseTime has designed and developed part of the AI syllabus that is currently being taught in schools across China.

“The good news is that the Malaysian government has expressed strong interest in AI and it wants industry to get involved in AI. But we need to invest in buidling up the talent in this field,” he adds.

The little-known G3 Global’s journey is an impressive one.

Its diversification into the information technology scene began less than four years ago after G3 Global (formerly known as Yen Global Bhd) acquired IoT solution provider Atilze Digital Sdn Bhd in December 2015.

Green Packet Bhd , image: https://cdn.thestar.com.my/Themes/img/chart.png , a mobile broadband and networking solutions provider, emerged as a major shareholder in G3 Global after it acquired a 22% stake in August 2016.

A year later, Green Packet boosted its equity interest in G3 Global to 32%.

The G3 Global stock’s trend has been rather flattish since mid-2017. However, since the start of April this year, shares of G3 Global surged by 106% to its record-breaking high of RM1.62.

On April 25, the company hit limit-up and was issued with an unusual market activity query from Bursa Malaysia, in relation to the rapid advances in its share price.

While the reasons behind the sharp increase in G3 Global’s share price were unclear, it seems to have some correlation with G3 Global’s partnership with SenseTime.

G3 Global also saw the entry of Wan Khalik as shareholder, after he assumed control of private vehicle Global Man Capital Sdn Bhd, which currently has the largest stake in G3. Global Man Capital increased its holdings of G3 Global to a 32.04% stake following an acquisition of 32.15 million shares in April, edging out Green Packet’s 32% stake.

On April 5, G3 Global appointed Wan Khalik as its new executive chairman.

Wan Khalik, who is also a substantial shareholder in DWL Resources Bhd, has some notable Sarawak connections, having been the principal private secretary to the Sarawak State government between 2013 until July 2018.

Wan Khalik’s background also includes experiences in corporate planning, public administration, IT strategic planning, and business development.

When asked on why did he pick DWL and G3 Global as companies to invest into, he says, “For DWL we see opportunities in project management of jobs of major infrastructure projects that the country is embarking on. That is why we have teamed up with the likes of Gadang to prepare to jointly bid for such jobs. As for G3 Global, it is even more interesting because of the future of AI. As you probably already know, AI is the world’s next great technological revolution. It is changing the way information is gathered, stored and used. We will not be able to do without it, whether as individuals, organisations, companies and governments. We believe our deal with Sensetime puts G3 Global on solid footing to bring AI to Malaysia and the Asian market.”

G3 Global recorded a net loss of RM17.15mil in the financial year of 2018 ended Dec 31, against a turnover of RM29.4mil. Both of its apparel and ICT business segments were in the red for the 12-month period.

“The ICT business continues to show growth potential despite incurring losses due to business development costs and we hope to see better contribution to sales from this division in the new financial year.

“The setting up of various new subsidiaries will drive the growth in the ICT business including the provision of IoT solutions and services like connected commercial vehicles and sensor hubs, and AI smart cameras. The group will be well positioned to take advantage of improving prospects of the ICT industry for the current financial year,” G3 Global said in a filing.

Moving forward, with the AI venture with SenseTime, the company is clearly on a new trajectory, especially considering the way AI is going to flood all our lives.

According to a recent study by Microsoft and IDC Asia Pacific, only 26% of organisations in Malaysia have embarked on their AI journeys, although about 70% of the business leaders polled agreed that AI is instrumental for their organisations’ competitiveness.

The immense untapped potential in the domestic AI market offers promising opportunities for local AI companies, including G3 Global.

With a strong backing from SenseTime, G3 Global could rise to become a leading AI solutions provider in the region.

Overall, the AI hub in Malaysia is a nice sounding plan. But how real will it be and how extensive will it be?

Speaking with StarBizWeek over the telephone, Wan Khalik says that the move into AI has been a natural progression of the company.

“With IoT as our core business, the only logical next move was to get into the field of AI. We had been in search for a good partner to fast-track out entry into AI, which has a high entry barrier.

“That’s how we got to do a deal with Sensetime, which took much effort on our part, considering how successful Sensetime already is,” he says.

Wan Khalik adds that SenseTime is the perfect partner, considering that they are one of the biggest AI companies in the world and have their own AI algorithm as well as products and services.

“Their products are already deployed in the commercial world,” he points out.

While acknowledging that AI is still nascent in its growth in Malaysia and still suffers from a lack of understanding and appreciation, Wan Khalik points out two important aspects that the deal with Sensetime will bring about.

“First is that the lab will become an education tool to showcase what AI is all about and the benefits it brings. Second is the fact that we intend to address the issue of developing talent in Malaysia in the AI space.”

In the press release announcing the strategic partnership between G3 and SenseTime, it was revealed that SenseTime will be assisting in the development and deployment of training syllabus for universities in Malaysia.

Wan Khalik says that SenseTime has designed and developed part of the AI syllabus that is currently being taught in schools across China.

“The good news is that the Malaysian government has expressed strong interest in AI and it wants industry to get involved in AI. But we need to invest in buidling up the talent in this field,” he adds.

The little-known G3 Global’s journey is an impressive one.

Its diversification into the information technology scene began less than four years ago after G3 Global (formerly known as Yen Global Bhd) acquired IoT solution provider Atilze Digital Sdn Bhd in December 2015.

A year later, Green Packet boosted its equity interest in G3 Global to 32%.

The G3 Global stock’s trend has been rather flattish since mid-2017. However, since the start of April this year, shares of G3 Global surged by 106% to its record-breaking high of RM1.62.

On April 25, the company hit limit-up and was issued with an unusual market activity query from Bursa Malaysia, in relation to the rapid advances in its share price.

While the reasons behind the sharp increase in G3 Global’s share price were unclear, it seems to have some correlation with G3 Global’s partnership with SenseTime.

G3 Global also saw the entry of Wan Khalik as shareholder, after he assumed control of private vehicle Global Man Capital Sdn Bhd, which currently has the largest stake in G3. Global Man Capital increased its holdings of G3 Global to a 32.04% stake following an acquisition of 32.15 million shares in April, edging out Green Packet’s 32% stake.

On April 5, G3 Global appointed Wan Khalik as its new executive chairman.

Wan Khalik, who is also a substantial shareholder in DWL Resources Bhd, has some notable Sarawak connections, having been the principal private secretary to the Sarawak State government between 2013 until July 2018.

Wan Khalik’s background also includes experiences in corporate planning, public administration, IT strategic planning, and business development.

When asked on why did he pick DWL and G3 Global as companies to invest into, he says, “For DWL we see opportunities in project management of jobs of major infrastructure projects that the country is embarking on. That is why we have teamed up with the likes of Gadang to prepare to jointly bid for such jobs. As for G3 Global, it is even more interesting because of the future of AI. As you probably already know, AI is the world’s next great technological revolution. It is changing the way information is gathered, stored and used. We will not be able to do without it, whether as individuals, organisations, companies and governments. We believe our deal with Sensetime puts G3 Global on solid footing to bring AI to Malaysia and the Asian market.”

G3 Global recorded a net loss of RM17.15mil in the financial year of 2018 ended Dec 31, against a turnover of RM29.4mil. Both of its apparel and ICT business segments were in the red for the 12-month period.

“The ICT business continues to show growth potential despite incurring losses due to business development costs and we hope to see better contribution to sales from this division in the new financial year.

“The setting up of various new subsidiaries will drive the growth in the ICT business including the provision of IoT solutions and services like connected commercial vehicles and sensor hubs, and AI smart cameras. The group will be well positioned to take advantage of improving prospects of the ICT industry for the current financial year,” G3 Global said in a filing.

Moving forward, with the AI venture with SenseTime, the company is clearly on a new trajectory, especially considering the way AI is going to flood all our lives.

According to a recent study by Microsoft and IDC Asia Pacific, only 26% of organisations in Malaysia have embarked on their AI journeys, although about 70% of the business leaders polled agreed that AI is instrumental for their organisations’ competitiveness.

The immense untapped potential in the domestic AI market offers promising opportunities for local AI companies, including G3 Global.

With a strong backing from SenseTime, G3 Global could rise to become a leading AI solutions provider in the region.

Chinese President Xi Jinping delivered a keynote speech at the opening ceremony of the Second Belt and Road Forum for International Cooperation (BRF) in Beijing on Friday. Here are the highlights:
On Belt and Road Initiative
Xi said that the Belt and Road Initiative (BRI) aims to build a trade and infrastructure network, adding that joint building of the Belt and Road has opened up new space for the world’s economic growth.
Based on the principles of equality and mutual benefit, the BRI focuses on connectivity and practical cooperation to achieve win-win outcomes and common development.
The principle of extensive consultation, joint contribution and shared benefits should be upheld, Xi said, and open, green and clean approaches should be adhered to.
The goals of high-standard, livelihood-improving and sustainable development should be achieved, according to Xi.
China will work with other parties to promote a coalition of sustainable cities and an international coalition for green development under the Belt and Road Initiative, Xi said.
High-quality infrastructure under BRI
Xi highlighted building infrastructure of high quality, sustainability, risk resilience, reasonable pricing, inclusiveness and accessibility under the BRI.
Calling infrastructure the cornerstone of connectivity and a bottleneck of  evelopment confronting many countries, Xi said building infrastructure with such standards could help countries give full play to their advantages in resources and better integrate into the global supply, industry and value chains for interconnected development.
On people-to-people connectivity
China will support 5,000 people from the innovation sector in Belt and Road countries in conducting exchanges, training programs and joint research over the next five years.
China will work with other participants of the Belt and Road Initiative to promote scientific and cultural exchanges, set up joint science labs, build science and technology parks, and promote the transfer of technologies, Xi said.
A total of 10,000 representatives of political parties, think tanks and non-governmental organizations from countries participating in the Belt and Road Initiative will be invited to China for exchanges in the next five years.
On trade and opening-up
Xi said that China will increase imports of goods and services on a larger scale, slash its negative list on imports and will negotiate and sign high-standard free trade agreements with more countries.
China will further lower its tariff rates and the country would continuously open up its market and welcome quality products from around the world.
China is also willing to import more competitive farm produces, finished products and services and will allow foreign investors to operate businesses in more sectors with
controlling or full stake.

China prohibits forced technology transfer

China will step up protecting the legitimate rights and interests of foreign owners of intellectual property rights, and prohibit the forced transfer of technology, Xi said.
It will create a business environment in which the value of knowledge is respected, Xi said.

ALMOST three decades ago, my then news editor Nizam Mohamad tried to convince me to work in Kuala Lumpur instead of remaining content in Penang, but like most Penangites, I enjoyed the slower pace of life on the island.

The food was good, the beach was marvellous, and I could be with my sweetheart, now my wife. I had my friends, who were my schoolmates, and my family members.

Finally, when the Commonwealth Heads of Government summit was held in KL in 1990, Nizam asked me to “help out with the coverage”.

When I reported for duty, he handed me my transfer letter on the spot. It was as simple as that, and I remember he told me that “you would go nowhere if you remain in Penang”.

For decades, skills migration and brain drain, and the lack of high-quality job opportunities, has been Penang’s Achilles heel.

Shoe designer Datuk Jimmy Choo wouldn’t have become a world icon had he remained in George Town. The same fate could have befallen sports personalities Datuk Lee Chong Wei and Datuk Nicol David had they, too, not moved to KL.

Munich-based Datuk Ooi Chean See would have no renowned orchestra to conduct if she were still in Penang, and Hong Kong-based fund manager, Datuk Seri Cheah Cheng Hye, wouldn’t be a billionaire had he stayed put in the state.

Nizam was right, and I am thankful for his foresight. Like many of my fellow islanders, our careers have moved up and onwards since moving to the nation’s capital, given its greater opportunities.

Penangites, many of whom now work outside the state, generally also lack properties in the state because we no longer live there. The rental yield simply doesn’t make business sense for investment.

The truth is, Penang is stagnating and hasn’t been able to reinvent itself. The state remains dependent on the electrical and electronics (E&E) sector. Putting it more accurately, with a GDP of RM80bil, half of Penang’s economy is reliant on this sector with the other half on tourism and the services industry.

Despite having achieved a high growth rate of 11% per annum between 1970 and 2008, growing from RM790mil in 1970 to RM49bil in 2008, GDP growth rate has slowed down to 5% for the past 10 years.

The past decade also saw GDP per capita easing off to 4% per annum, and with inflation at 3% per annum, the standard of living for Penangites has been on the decline, relative to the past four decades.

Growing up on the island, where I spent much time at the Batu Ferringhi beaches, we all know why it’s now hard for Penang to compete against the likes of Bali, Phuket and Koh Lipe as its beaches and water have simply lost their lustre.

Penang can no longer call itself the “The Pearl Of The Orient” or even “Penang Leads”, a tagline locals revelled in during the era of then Chief Minister Tun Dr Lim Chong Eu.

The state is losing ground in tourism, especially with it having not invested sufficiently in this sector, a situation compounded by how cities around the world are reinventing themselves.

In the E&E sector, we are trapped between China and Vietnam, two fast-moving low-cost locations, while Singapore and Taiwan portray highly skilled research and design centres. Basically, we’ve lost out on both ends.

More discouraging is how Penang, especially the island side with its premium value, has run out of land for safe development, open spaces and infrastructure.

Much of the state’s people are unaware that almost 40% of Penang’s land is classified as Class III or above. This classification means that the terrain is sloped at more than 25 degrees, measured from a horizontal plane.

These are the foliaged hilly and sloppy terrains subjected to undue pressure from hillside developments. Recent catastrophes of landslides, floods and fatalities remain etched in our minds.

It has become increasingly difficult to buy homes on the island, and it’s common knowledge how rich Singaporeans have snapped up the pre-war homes in heritage sites there for a song.

As land becomes scarcer, the manufacturing and services sector will not be able to grow and will remain stunted.

That could all change soon with the state and federal governments now under the rule of the same political coalition. The state needs to accelerate its inevitable transformation which will fundamentally change the way Penangites live and work, and it needs to embrace digital economy, globalisation and urbanisation. To put it succinctly, Penang must brand itself a Smart City.

In other countries, there is always a second city – Beijing and Shanghai, Sydney and Melbourne, Hanoi and Ho Chin Minh, New York and Los Angeles. However, George Town has never been able to capture the second city status (partnering KL), and it must now compete with Johor Baru for that prestigious identity. Penang has severely lagged.

Understandably, most Penangites are averse to change. Putting up buildings doesn’t mean development, and besides, no one comes to Penang to see skyscrapers. The quality of life is important, and it’s fortunate that Penang has a vibrant civil society.

The non-governmental organisations are alert and outspoken, and that’s what a mature democracy should be like – keeping a close eye on politicians.

But Penang can’t remain stagnant, so it needs land. All around the world, land reclamation is a norm. Just look at Singapore and Hong Kong. Manhattan wouldn’t exist if New York didn’t add land to it. And if Johor hadn’t done the same, Singaporeans can see Johoreans from their flats, as they reclaim without any debates.

“Location, location, location” is the mantra of land developers. The plan to create three man-made islands, totalling 1,821ha (4,500 acres) under the Penang South Reclamation Scheme (PSR) is proof of heading in the right direction. The RM70bil deal involves the construction of the RM9bil rail transit (LRT) line, the RM9.6bil Pan Island Link 1 (PIL1) and other supporting infrastructure projects under the Penang Transport Master Plan (PTMP). see more below …

Land may be in abundance on the mainland, but the island is the preferred choice, because in terms of value, it has always fetched higher prices. Having the three islands next to the Bayan Lepas Industrial Zone, the Penang International Airport and the Second Penang Bridge is the right thing to do.

Malaysia’s E&E industry is centred in Bayan Lepas, contributing RM120bil in exports, and these islands will help boost this crucial sector further, and encourage Penang to reinvent itself as a digital economy.

A properly planned transport link is long overdue. For years, I have made it a point to return to Penang for the reunion dinner days ahead of Chinese New Year, simply because I can no longer handle the stress of traffic jams on the island.

The final straw was when a jaga kereta boy demanded RM10 for my car, which was parked near Kek Lok Si temple where my wife used to live, because “you have a KL number plate” and “you are not a Penangite”.

Although Penang was the first state in Malaya to introduce a tram system (in the 1880s), the streets there are simply too narrow. So, while it sounds good in theory, it’s just not practical.

Going above the streets – like what modern rails do – is the right thing, and such an “elevated” move will remove the chaos each time it rains and transforms George Town into a huge canal.

The bottom line is, the E&E sector is stagnant, tourism earnings have reduced, Penang isn’t on the global business map, traffic congestion is horrendous, housing on the island is unsustainable and worse, the best brains will not come to Penang for career advancement.

You can have investments, but it doesn’t make sense if the best talents are not attracted to work in the state. There is only so much char koay teow one can eat in Penang.

It’s no good for Penang to be a pick for expatriate retirees. Instead, we need it to be a choice for the workforce, both Malaysian and foreign, from the knowledge economy, supporting services, manufacturing and renewed tourism industries. Penang must move up the value chain to reclaim its lost stature of “Penang Leads”.

Penang can expect to raise over RM70bil through projects

This is the plan – set up three man-made islands under the Penang South Reclamation Scheme and then, rake in enough to finance the state’s economic development for the next 30 years.

GEORGE TOWN: Over RM70bil is expected to be raised from the three man-made islands under the Penang South Reclamation Scheme (PSR), enough to spearhead the state’s economic development for the next 30 years.

Sources told The Star that out of the more than RM70bil, about RM46bil would be used for the construction of the RM9bil light rail transit (LRT) line, the RM9.6bil Pan Island Link 1 (PIL 1), and other supporting infrastructure projects under the Penang Transport Master Plan (PTMP).

According to a prominent Penang developer, the present price of industrial land on the island would be around RM70-RM200psf, depending on its status as leasehold or freehold land.

Because the industrial lots on the island are freehold land, the pricing is around RM20psf.

“When the reclamation of the islands starts in 2020, there could be at a 10% appreciation. The island will be sold via an open tender process,” he said.

It will take at least six years for the reclamation, which will be done in stages, to be completed.

It was previously reported that sources had said that about 75% of the three islands were for sale, with some 30% of the enquiries received so far being for industrial land.

When contacted, a local manufacturing company said it would be interested to bid for the lots once an open tender was called.

“There’s currently a slowdown in the manufacturing sector. When the reclamation is done, the global economy should also see a recovery,” said its spokesman.

The National Physical Planning Council is expected to approve the reclamation of the three islands, totalling 1,821ha (4,500acres), before the end of this month.

The SRS Consortium – a 60:20:20 joint venture involving Gamuda Bhd, Loh Phoy Yen Holdings Sdn Bhd and Ideal Property Development Sdn Bhd – is the project delivery partner, appointed by the state government to oversee the implementation of the LRT, PIL 1 and PSR scheme, components of the PTMP.

It was also earlier reported that the tender to reclaim the island would be out in the third quarter of this year.

Island A will house industrial projects – which lots will be developed for sale to foreign and local investors to generate funds for PTMP – and residential development, while Island B will accommodate the state administrative offices and commercial properties.

Residential properties will be developed on Island C.

The LRT is an integrated transport solution comprising a monorail link, cable cars and water taxis to solve traffic congestion in Penang while the 19.5km PIL highway project connects Gurney Drive to the Penang International Airport.

The LRT begins from Komtar in the northeast corner of the island and passes through Jelutong, Gelugor, Bayan Lepas and the airport before ending at Island B.  – The Star

5G to move Malaysia forward

5G technology is go­­ing to be the cornerstone of Malay­sia’s march into the new age and a vital foundation for the country to remain relevant and competitive, said Tun Dr Mahathir Mohamad.

Speaking at the launch of the 5G Malaysia showcase here, the Prime Minister said Malaysians can leverage on this technology within the next three years and catapult the national economy towards strong and sustainable growth.

“We have come a long way and yet there’s still a distance to go,” he said, adding that 5G would impact every industry that is vital to the growth of the country’s economy.

“Industries like manufacturing that has contributed 22% to the Gross Domestic Product in the last five years, remains integral to the national economy.

“Through smart manufacturing or massive machine-type communications, the government hopes that it can attract high value-added, high technology and knowledge-intensive investment in areas such as aerospace, chemicals and chemical products, machinery and equipment and medical devices,” Dr Mahathir said.

He was given a taste of the future when he was driven in a driverless car and had a conversation with a hologram.

The Prime Minister was taken on a driverless blue Proton Exora for a 500m ride from the Palace of Justice to the Putrajaya Corporation building on the opposite side of the road.

A safety driver was present and sat on the driver’s seat and showed the prime minister that the car was able to manoeuvre even though his hands were not on the steering wheel.

Dr Mahathir was visibly impressed with this latest technology as he waved at the crowd and media cameramen.

As he entered the function hall, he was again given an experience of how things will be in the future when he had his face scanned to gain entry into the hall.

Later at the launch, the Prime Minister spoke to a little girl by the name of Aisyah, not with her physically but her hologram.

Aisyah or her real name Tengku Zara Eryna Tengku Ahmad Saifud­din is no stranger to Dr Mahathir.

The seven-year-old was featured in an election campaign video with the prime minister last year.

During the short conversation with the hologram, “Aisyah” asked: “Atuk, when you were my age, what G were you on?”

Dr Mahathir replied “Zero G”, draw­­­ing laughter from the audience.

“Aisyah” also asked Dr Mahathir what’s next for Malaysia beyond 5G, to which she answered “Teleporting humans”.

Dr Mahathir told the audience that the government, through the National Fiberisation and Connec­tivity Plan and the National 5G Task Force would create an environment conducive for the growth of 5G.

The 5G showcase event is open to public at the Putrajaya Corporation Complex until April 21.

Firms racing to be the first to provide 5G

With the government backing 5G in order for the country to get on the Fourth Industrial Revolution, many companies are racing to be the first to bring the benefits of the technology to the masses.

“The 5G technology will enable our industries to fully exploit the power of artificial intelligence, robotics, big data, virtual reality, and software engineering,” said Communications and Multimedia Minister Gobind Singh Deo at the launch of the inaugural 5G Malaysia Showcase.

“It will bring innovation which will substantially impact almost every sector, including education, transportation, agriculture, healthcare, manufacturing, entertainment and public safety.”

The four-day showcase at Kom-pleks Perbadanan Putrajaya features 11 local and international telcos, tech companies and higher learning institutions.

Digi showcased the potential of 5G in emergency services.

Digi chief executive officer Albern Murty said: “It enables the use of 4K video, collection and transferring of data in real-time to respective emergency services such as first responders, hospitals, and the fire department, saving valuable time.

“What is equally important is 5G’s capability to dedicate a portion of the network for mission critical services such as emergencies.”

The system uses a drone which will scout road and traffic conditions, and transmit the data to the a Command Centre Monitoring System, ambulance and hospital in real time.

Celcom Axiata Bhd unveiled its first autonomous car, a collaboration with eMoovit and Ericsson, which uses a combination of sensors, cameras, radar and artificial intelligence to travel without a human driver.

Celcom also showcased its 5G Hologram Call technology which projects people and objects in 3D.

In a demo, Maxis proved that its 5G network could exceed 5Gbps (gigabits per second).

Its chief technology officer Morten Bangsgaard said: “It’s been slightly over a month we started our live trials. What we are doing now is validating how it will perform in real life, under different conditions like what it happens when it rains. These are practical things that will enable us to learn how to build the network, understand expected capacities, cost involved, which are important to allow us to plan for our rollout.”

But he said the nationwide rollout could only be planned after it gets the spectrum allocation.

“The government has indicated that an announcement on spectrum allocation will be made later this year,” he said.

TM One chief executive officer Azizi A. Hadi said the most important element in the 5G race was how it is used to benefit people’s lives and consequently take Malaysia to the next level.

He showed how the Smart Safety Helmet developed by TM can be used to tell the location of the wearer as well as if the person is injured in the line of duty.

Nokia on the other hand demonstrated how 5G could be used for venues, allowing more devices to be connected at the same time, and events streamed in virtual reality for those who could not attend.

It also showed off a virtual reality table tennis game, and how 5G could be used for quality control in the manufacturing field.

ZTE had a demo of a racing game streamed from a remote location to a virtual reality headset using 5G, showing how the technology can be used to make gaming more accessible to those without a gaming machine.

Huawei offered a virtual reality 4K drone for attendees to try out. The drone would pan and tilt according to users’ head movements in “almost” real-time.

It also showcased the use of 5G in agriculture, aquaculture, healthcare alongside its RuralStar technology, which it says will be able to provide cellular coverage to rural and underdeveloped areas.

U Mobile showed tele-surgery, multi stream 4K videos and low latency gaming but cautioned that 5G requires supporting devices for it to take off.

Jasmine Lee, U Mobile chief marketing officer, said: “Even 4G did not really take off until there were devices, and content, so it is really going to be the same for 5G.”

PUTRAJAYA: Malaysia Rail Link Sdn Bhd and China Communications Construction Company Ltd have signed a supplementary agreement that will pave the way for the resumption of the East Coast Rail Link (ECRL) project.

The signing was achieved after months of negotiations between the companies involved as well as the governments of Malaysia and China, said the Prime Minister’s Office (PMO).

“We are pleased to announce that the construction cost of Phases 1 and 2 of the ECRL has now been reduced to RM44bil.

“This is a reduction of RM21.5bil from the original cost of RM65.5bil.

“This reduction will surely benefit Malaysia and lighten the burden of the country’s financial position,” said the PMO in a statement Friday (April 12).

The supplementary agreement covers the engineering, procurement, construction and commissioning aspects of the ECRL, it added.

The PMO also said that further details of the improved deal will be made known at a press conference next Monday (April 15).

Prime Minister Tun Dr Mahathir Mohamad is expected to give the press conference.

According to earlier reports, Phase 1 of the 688km rail line will be from Klang Valley to Kuantan while Phase 2 will cover Kuantan to Kuala Terengganu.
